adjust listbox size or button size inside a frame

i have a listbox with some buttons inside a frame
when i click the listbox to adjust the size or the buttons the frame is selected and not the listbox or buttons.
in order to adjust the sizes of them i have to delete the frame
how can i make it so that anything inside the frame is selectable as a single entity for manipulation?

i place the frame around the buttons and listbox after i make them
should i be doing it the other way?

Send the frame to the back (in the Z/Tab order panel)...
