Difference with Palette Form

I posted two images showing a difference with Palette Form.
Is this correct in OpenDCL?

Yes, the "hide" button is missing by design from both dockable dialogs and palette dialogs.

No, the "Hide" button is missing because it is not possible to hide OpenDCL forms.

That isn't the same as "anchoring" is it?
