Loading OPENDCL "unable to load"

I recently upgraded to 2014 on a win7 64bit system. I am in the  process of transferring all my code  from 2011
I have not been able to get opendcl18 to load on my system.
The latest attempt was to do an actual appload on of the arx file. OpenDCL.x64.18.arx.
This is giving me ... "unable to load OpenDCL.x64.18.arx" I also attempted the OpenDC.18.arx with no success.

Any ideas what I am missing?

You need to install OpenDCL 7.0 for AutoCAD 2014 support.

I did and it does.
