Tooltip brings dialogue to foreground?

I have a (large) dialogue, and a radio-button (with tooltips) has the click-event "show the (small) dialogue dos_getreal from Doslib". Sometimes - at the moment I don't know exactly the details - ODCL jumps to foreground and hides the dos_getreal dialogue. I suppose that it has to do with a special mouse-moving before or after clicking the radio-button ...


Any ideas, any experience with that behaviour?
