modal RESIZEABLE form WHITE ZONE

all the modal RESIZEABLE forms
show allways a WHITE ZONE
at the TOP of the form !

is it possible to avoid this ?

even with the version I downloaded today,
the same thing happens...
... there is always this white space at the top of the form,
if it is resizable...
