dock able form,with fixed screen to form size ratio?

Hello there!

I want to make a dock able form that will be used by my collages as well. But I work on a 26” monitor, the might work on a 19”. Is there a way to set the form’s size as a ratio of the screen size so that it will both gill my screen and as well as  everybody else’s?
