Going from OpenDCL 5.1.23 -> 6.0.0.4 Control bar fails to dock in Acad2004.

I broke that in Alpha 4. It is fixed for Alpha 5.

Curiosity peeks!
Since it broke, there are no more conflicts (so far) with VisualLisp or hesitation requiring a mouse pick in the drawing window to complete the load.
