Tab Control on tool bar not resizing

Left side docked control bar with tab control. Tab control does not offset from bottom edge when command line resized.

A recent fix (see {2}) seems to have broken resizing. I've come up with a different approach now for Alpha 6 that hopefully fixes the problem(s).
