Runtime 6.0.0.7 don't work with the German dll (Runtime.Res.dll Date: 2009-10-05)

Hi, ifga, did you install runtime.msi or studio.msi? I just tried runtime.msi and i had no problem in calling _opendcl command.

I just realized that there is no 64-bit Runtime.Res.dll. Hmm, this should fail on x64 platforms for any language.
